NY-Sen: Ford’s real reason for quitting the race
Harold Ford, to his BFF Joe Scarborough this morning:
“I spent seven weeks traveling and listening and learning and I can assure you, voters don’t know the junior senator,” [Ford] said, referring to Gillibrand. “They can’t name a single positive outcome from her, which means one simple thing: She will be labeled for the failures of Washington, the failures of Albany.” [...]
He also said this morning that he would have won a primary. But he worried that a “brutal” contest would have weakened the winner against the Republican nominee.
In a Marist Poll completed last night, Gillibrand put a little more distance between herself and the former Tennessee Congressman in a hypothetical contest for the nomination. 50% of New York Democratic voters would have backed Gillibrand. 19% reported, however, they would have supported Ford, and labor activist Jonathan Tasini would have taken just 3% of the vote. 28% of Democrats were unsure.
When The Marist Poll last asked this question in early February, 44% of Democrats reported they backed Gillibrand, 27% threw their support behind Ford, and 4% said they were going to cast their ballot for Tasini. 25%, at the time, were unsure.
Harold, traveling “upstate” doesn’t count if you’re just hanging out in the country homes of your banker buddies.
But here’s a new conspiracy theory to ponder: Harold Ford was a creation of the Gillibrand campaign:
“Ford’s short-lived challenge to Gillibrand not only did her no harm, it may have even solidified her support among Democrats,” says Dr. Lee M. Miringoff, Director of The Marist College Institute for Public Opinion.

To Scott Brown’s Disappointed Supporters
Based on my Twitter feed this morning, there seem to be a lot of disappointed Sen. Scott Brown (R-MA) supporters seeking a refund this morning because of his vote to invoke cloture on the jobs bill. (More disgruntlement at Sen. Brown’s blog post explaining the vote, and in ukit’s rec-listed diary.)
Accordingly to the law, however, there is no “right” to a refund of a contribution based on a candidate’s change of heart, nor when you think about it should there be. It drifts too close to bribery to have a system in which major contributors can yoink money away based on a legislator’s reasoned judgment that a particular vote is in his constituency’s best interests, regardless of what he may have said or promised in the past. The idea is that you make a contribution based on what you hope the candidate will do in office, but once elected the legislator needs to focus on the policy questions, and not on what each individual decision will do for his campaign’s coffers.
That’s not to say that refunds cannot be had. Indeed, it has been estimated that Sen. Arlen Specter has voluntarily refunded about $850,000 to disappointed contributors since his change in parties last year, and if Sen. Brown is as honorable as Sen. Specter he will do the same. According to his latest FEC filings, he currently has over $6 million cash on hand, post-election.

Inouye Signs Bennet Public Option/Reconciliation Letter, Rockefeller Disappoints
As of this morning, the total stands at 23, with powerful Appropriations chair Sen. Daniel Inouye signing on to the public option/reconciliation letter.
The bad news is, Sen. Jay Rockefeller, perhaps unduly affected by the retirement of Evan Bayh, has a problem with using reconciliation to get the public option, saying it would be too partisan.
“I don’t think the timing of it is very good,” the West Virginia Democrat said on Monday. “I’m probably not going to vote for that, although I’m strongly for the public option, because I think it creates, at a time when we really need as much bipartisan[ship] … as possible. “
Rockefeller added: “I don’t think you [pursue] something like the public option, which cannot pass, will not pass. And if we get the Senate bill–both through the medical loss ratio and the national plans, which have in that, every one of them has to have one not-for-profit plan, which is sort of like a public option.”
It’s not even entirely clear that he will support reconciliation period. Brian Beutler speculates that Rockefeller could be holding out in deference to the summit, since he will be one of the attendees. It is, however, a sobering reminder for all of us on exactly what being “strongly for the public option” really means to these Senators. Being for it in theory is not going to be enough, and signing on to a letter is easy. Working your colleagues and pressuring leadership isn’t, but it’s what has to happen to keep the momentum going. The more Senators who sign, the easier that task becomes.
