Russia To Allow Surrogacy To Combat Declining Population?
In response to a rapidly declining population, Russia is considering laws that would legalize surrogacy for singles and married couples:
Russian deputies are seriously alarmed with demographic situation in the country. The UN forecasts a population reduction in Russia by 10,000,000 people by 2015 and says the country’s population will reduce almost twice by 2050. Thus, the State Duma Health Committee has established a group working out a draft law on the protection of reproductive health of Russians.
A special provision will be dealing with surrogate motherhood. Though it’s becoming a common practice in Russia, it has had no legislative base yet. Childless couples resorting to surrogacy used to face conflicts when surrogate mothers refused to give them children. A new law is to put an end to such situations, believes a Health Committee member Sergey Kolesnikov: “The new law will have detailed provisions on violation of surrogacy agreements for the couples to be able to go to court in case of any problems. We are also working on the issue of allowing single men and women and not only childless couples to use surrogacy.”
